Public Policy Priorities

The North Carolina Council on Developmental Disabilities' (NCCDD) public policy efforts aim to promote information that educates and informs the individuals with intellectual or developmental disability (I/DD) community and key decision-makers. NCCDD supports policies that encourage the integration between people with I/DD, those who support them, and the community.

The North Carolina Council on Developmental Disabilities provides public policy education. It does not lobby on specific legislation.

2026 Public Policy Priorities

  • Protect Medicaid & Medicaid I/DD services during this time of federal and state budget challenges.

  • End the Waiting List by developing and implementing a plan with a budget to meet the needs of every person with I/DD on the 20,000+ waiting list.

  • Increase DSP Wages to ensure a sufficient direct care workforce.

  • Additional priorities:
    • Expand housing and transportation options

    • Increase Competitive Integrated Employment (CIE)

    • Ensure success of I/DD services
